I don't think that Bonner County Commissioner Bradshaw knows Idaho law. The mood of the commissioner is not the indicator for public comment.
In my opinion Bradshaw and Omodt are walking the county into multiple lawsuits with the issue regarding the fairgrounds rezone.
Notice how Omodt and Bradshaw didn't even want to have a discussion in public about this issue and tried to shut down Commissioner Williams. If Omodt and Bradshaw talked before this meeting about how they would vote, I believe that they would be violating state law.
