Coeur d'Alene resident Joan Woodward appealed a decision made by the city of Coeur d'Alene regarding the building of a hotel downtown. She is not against the hotel being built. She is concerned about ordinances and the city's comprehensive plan being ignored in the approval process for the approval of the hotel to be built.
