My time-line was off. Bradshaw was voted in as speaking during the same meeting that Omodt and Williams were sworn in. The next meeting was when Omodt took over as a suppose vice-chair. This is the meeting were Williams voted no.

Here are screenshots of responses to my emails regarding the possible violation of Idaho Open Meeting Law by one of the Bonner County Commissioners. The Idaho Attorney General's office responded.
Note the tone of the response from Bonner County Commissioner Bradshaw. Commissioner William did not second the nomination of Bradshaw for chairman. It is in the video from the second meeting in 2023.
